Charlotte Pellegrino, doctoral candidate associated with the CPA International Research Chair in Management Control, and Samuel Sponem, professor and holder of the same chair, present a new accounting case published this fall in the International Journal of Case Studies in Management. Entitled “Phoenix: a Project Out of Control?” (Phénix: un projet hors de contrôle), the case is based on the Phoenix project, an initiative to transform the pay administration in the Canadian public service that began in 2009 and resulted in $2.2 billion in unforeseen expenditures. One of the pedagogical objectives of this case study is to explain the causes of the problems encountered in controlling this large-scale project, and to suggest possible solutions.
